We are hiring a Senior Training Specialist to lead training systems analyses, instructional design, and development in alignment with mission requirements for the Surface Training Systems Program Office (PMS 339), Naval Education and Training Command (NETC), and associated training organizations. Supporting the full training development lifecycle, this role works closely with government clients, Subject Matter Experts (SMEs), and instructional teams to deliver effective, mission-ready solutions.

Responsibilities

  • Curriculum Development & Management: Design, develop, and revise course materials—including lesson plans, visual aids, simulations, and written tests—in compliance with NAVEDTRA 142 standards. Produces original instructional content and assessment materials by collaborating with SMEs and reviewing technical documentation and reference materials.
  • Performance Analysis: Leads training needs assessments to identify performance gaps and recommends instructional or non-instructional interventions using systems thinking, job design, and process improvement principles.
  • Instructional Design: Directs multidisciplinary teams in the development and implementation of training products, applying recognized Instructional Systems Design (ISD) methodologies.
  • NTP Implementation: Guide the transition from outdated, conflicting policies to the new, streamlined NTP framework.
  • Assessment & Evaluation (AAE): Conduct Front End Analysis (FEA), Business Case Analysis (BCA), and Formal Course Reviews (FCR) to ensure training effectiveness and alignment with Fleet operational needs.
  • Document Authority: Author and maintain NAVEDTRA 142-series manuals, Navy Training Systems Plans (NTSPs), and Training Requirements Plans (TRPs).
  • Stakeholder Coordination: Act as a lead for cross-functional teams, collaborating with NAVSEA Program Offices, Learning Centers (LCs), Learning Sites (LSs), and Type Commanders (TYCOMs) to align training products.
  • Technology Utilization: Researches and applies current educational technologies to ensure all training products are appropriate for the intended audience, delivery environment, and operational context. Employ NETC's NTP Workflow Tool within Flankspeed for managing course projects, tracking curriculum modernization, and measuring performance.  Coordinate employment of FTI’s proprietary technologies, including AI Sidekick.
  • Content Development: Produces original instructional content and assessment materials by collaborating with SMEs and reviewing technical documentation and reference materials.

Education/Qualifications

Required: 

  • Expert Knowledge of NAVEDTRA M-142 Series: Deep understanding of the 2025 revision, including NTP phases (I-V), RRL, and NETC’s End-to-End process.
  • Instructional Systems Design (ISD): Extensive background in ISD and training standards.
  • Minimum of ten (10) years of experience performing training systems analysis, instructional design, or related training development activities, specifically:
    • Applying instructional systems design and systems thinking methodologies to develop and improve training solutions.
    • Developing original instructional and assessment materials in coordination with subject matter experts and technical documentation.
    • Providing structured writing, instructional writing, and test-item development guidance to course developers or instructional staff.
    • Facilitating meetings, workshops, and training sessions for internal and external stakeholders.
    • Strong written and verbal communication skills, including technical and instructional writing.\Ability to work independently and collaboratively in a team environment while managing multiple priorities.
    • Must be able to obtain and maintain a Secret security clearance.

Preferred:

  • Experience supporting U.S. Navy or Department of Defense training organizations, including organizations aligned with Naval Education and Training Command (NETC) highly.
  • Experience supporting learning management systems or enterprise training systems.
  • Familiarity with performance improvement, process improvement, and continuous improvement practices.
