We are seeking a highly qualified SAP Security Specialist to support the B-2 System Program Office (SPO) at Wright-Patterson Air Force Base, OH. In this role, you will serve as the primary liaison between the Chief of the Security-Facilities Branch, the Site Security Lead, internal staff, and external agencies. The role involves managing a complex and diverse security program in strict compliance with U.S. Government regulations, including Dept. of Defense (DoD), SCI, and SAP requirements across multiple programs of varying size and scope.  You will be the key point of contact for all matters related to information, industrial, and personnel security.  You will also ensure that all security integration efforts are thoroughly coordinated with the Advanced Programs and Integrated Functional Capability Branches.  Additional key responsibilities include implementing, updating, and overseeing security policies and procedures within the B-2 Division to ensure full compliance with all relevant federal security regulations and directives. 

Responsibilities

 

  • Interprets, implements, and maintains a highly effective security program built on Government policies and guidance.
  • Responsible for security vulnerability assessments and self-inspections.
  • Provides briefings, facilitate various security training and issue written guidance to all employees, their consultants, and support contractors
  • Prepares and maintains official records auditable by US Government representatives.
  • Manages the safeguarding of classified information in accordance with applicable government security requirements.
  • Manages the central document control system and information management system.
  • Briefs all employees on their responsibilities for protecting, handling, transmitting, storing, and destroying national security information.
  • Processes visit requests of personnel to other facilities and U.S. Government organizations.
  • Maintains standard operating procedures required by DoD customers (e.g. Standard Practice Procedures, Emergency Action Plans, etc.).
  • Creates access lists for various U.S. Government meetings held at the facility and provides special security management oversight of these meetings.
  • Obtains and maintains accreditation of collateral, sensitive compartmented information, and special access program facilities.
  • Works closely with IT team members on managing System Security Plans for Dept. of Defense and Intelligence Community customers.
  • Establishes and maintains physical security procedures of national security information stored within the facility.
  • Develops concepts of operation.
  • Develops and maintains Fixed Facility Checklist (FFC) and TEMPEST addendum to the FFC.
  • Participates in technical meetings with internal and external customers.
  • Provides key guidance to management regarding Special Programs security requirements and options to mitigate security risks.

 

Education/Qualifications

Required:

  • Must be a U.S. citizen and hold an active U.S. Dept. of Defense Top Secret Security Clearance with SCI eligibility.
  • Bachelor's degree and 6+ years of experience with SCI and SAP facility management ~OR~ High school diploma or equivalent and 10+ years of experience with SCI and SAP facility management.
  • Demonstrated expertise with Standard Operating Procedures (SOPs) and concept of operation (CONOP) creation and maintenance.
  • Demonstrated knowledge of JPAS, DISS, NISS, EQIP and other security databases.
  • In-depth understanding of the National Industrial Security Program Operating Manual (NISPOM), the DoD Information Security Program, and the DoD SCI Security Administration Manual.
  • Proven analytic skills and the ability to establish objectives, formulate plans and processes, and implement solutions.
  • Experience with implementation of the DoD 5205.07 series manuals.
  • Experience with the technical specifications of Closed areas, SCIFs and SAPFs.
  • Knowledge of Information Assurance (IA) and Network Security policies, procedures, and technology.
  • Strong knowledge of Federal Investigative Standards, the clearance adjudication process, and Adjudicative Guidelines.
  • Strong interpersonal and team building skills.
  • Strong verbal and written communication skills.

 

Preferred:

  • Active U.S. Dept. of Defense TS/SCI security clearance.
  • Security Fundamentals Professional Certification (SFPD) or Physical Security Certification (PSC).
